Restoring a Royal Equipment Lamp

Hello everyone!

This afternoon I purchased just the weirdest little lamp for a couple of bucks on Craigslist. It's almost a mix of A&C and Machine Age design, and it's truly unique. It's made by Royal Equipment Company in Brooklyn, NY--a company that I can find very little information on.

The lamp has the most interesting patina on it; it looks like a tiger. It's removed completely on one part of the lamp, and semi-removed on the lower half.

My question is a good way to remove the rust on the lower portion without removing the paint. Normally I'd just buff it off with a little light steel wool, but I'm afraid that would ruin the paint. Is there a solvent that's made specifically for rust, but won't remove anything else?

I'm fairly new to this type of restoration, so my apologies if the question is fairly obvious.

Any help would be greatly appreciated. Thank you!
