My typewriter's bell doesn't work... (Will choose a best answer)?

I just bought an antique Royal Portable typewriter, and the bell won't ring. I know it still works, because I can stick a q-tip in and manually ring it. The spring is attached also, it's just that when the carriage comes near it, it just doesn't touch it. Do I have to pull a lever for it to be able to ring? Thanks a ton, and I really don't know much about the parts of a typewriter. Ok, thanks. It helps to know that some Royals have an 'on and off' switch to the bell so it might not be broken.
